1. Definition

Bullying is deliberately hurtful behaviour, repeated over time, that leaves the target feeling frightened, powerless or isolated. It can be physical, verbal, social (exclusion, rumours) or online, and includes prejudice-based bullying linked to race, religion, disability, sex, sexual orientation or gender identity. Bullying is one form of child-on-child abuse; the wider forms are listed in Policy 1.
